Internet Traffic Management Practices (ITMPs)    

 

Canada is big, but you don’t need to worry because we have coverage where most people live and go. However, in some rare circumstances, we may need to manage speeds or other aspects of the Lucky Mobile network. This ITMP notice describes some of these circumstances.

Mobile Broadband for First Responders (MBFR):

What is Mobile Broadband for First Responders?

Mobile Broadband for First Responders (MBFR) addresses the needs of emergency first responders, public safety officials and critical infrastructure personnel using our LTE network. MBFR provides these customers with priority access to the LTE network during rare periods where demand for LTE network resources exceeds expected peak capacity (MBFR Events).

When might MBFR Events occur?

MBFR Events are rare. Some examples include natural disasters, threats to public safety or widespread power outages. They occur when demand for LTE network resources exceeds expected peak capacity. This could be a result of demand exceeding engineered thresholds for (i) the actual physical network resources of the cell site and/or (ii) the processing capacity at one or more cell sites.

What are the impacts of MBFR?

During an MBFR Event, non-MBFR users may experience negligibly slower speeds and slightly delayed response times when using certain data services, such as browsing and watching videos. In rare cases, data services and/or voice calls may need to be re-initiated. 9-1-1 service is never affected.

Reduced-Speed Data Above Data Cap:

What is Reduced-speed Data?

Reduced-speed Data allows a user to continue using data at a reduced speed at no additional charge once they have exceeded the allotted 4G data. The reduced speed lasts until the user purchases more 4G data with a Service Pass or until their next Monthly Charge Date. This guards against being cut off from using data without incurring overage fees.

Who does this apply to?

All Lucky Mobile users who subscribe to a plan that includes data (including Canada-wide plans) will have their data speeds reduced to up to 128 Kbps for email, light browsing and messaging once they have used all their 4G data.

What is the impact on data speeds?

Speeds are reduced from up to 3 megabits per second (3 Mbps) to up to 128 kilobits per second (128 Kbps). You should still be able to access email, browse the web and use most applications. Applications that require higher speeds (such as video streaming) will be affected by the data speed reduction.

Video Optimization:

What is Video Optimization?

Video Optimization is a technology used by wireless carriers in Canada and around the world to manage the amount of bandwidth consumed by streaming video.

What traffic and customers does Video Optimization apply to?

Our Video Optimization technology may apply to any adaptive streaming video that is accessed on your Lucky Mobile connected device over a wireless network. Video Optimization does not apply to video on your device, videos you download, or video you stream when connected to a Wi-Fi network.

What is the impact of Video Optimization?

Video Optimization adjusts your connection to adaptive streaming video in order to limit the maximum resolution at which it is delivered. Due to the screen size of smartphones, the difference in resolution will be imperceptible or immaterial to you. In some cases the difference may be more noticeable on devices with larger screens such as tablets. When Video Optimization is applied, you use less data, which can allow you to use more of the data allotment in your plan for other activities. Video Optimization can also reduce congestion on our network, which benefits all customers.

Cybersecurity blocking

To protect the integrity and security of our networks, we take various cybersecurity measures to block Internet traffic for the purpose of protecting against cyber attacks. In doing so, we comply with the CRTC’s network-level cybersecurity blocking framework, as set out in Compliance and Enforcement and Telecom Decision CRTC 2026-140.

Types of blocking and how they work

To ensure consistent protection, we apply cybersecurity blocking at the network level. This means you do not need to opt in, and you cannot opt out.

This blocking is done exclusively to protect against cyber attacks (for example, botnets and malware) and not for any commercial, competitive, political or other non-security purpose.

Depending on the situation, we may use several different types of blocking, such as port blocking, blocking forged source addresses, and blocking or slowing down of traffic based on traffic volume anomalies such as in the case of a suspected denial-of-service attack. We may rely on third-party providers to support our blocking, and these providers may be located outside of Canada.

We periodically review our blocking systems to verify that they work as intended. We collect, use and disclose personal information in accordance with our privacy policy.

Protect yourself against cyber attacks

Cybersecurity blocking aims to provide a safer Internet service, but it is not a replacement for user-level protections. It is important that you secure your own devices and Internet connection against cyber threats, such as by installing and updating antivirus software, performing regular software updates, managing a firewall, using strong passwords, enabling multifactor authentication, and securing your wireless connection.

Filing a complaint or reporting a false-positive

If you believe your Internet traffic was blocked in error, have concerns about overblocking, or wish to file a complaint about our cybersecurity blocking, you can email blocking.complaints@bell.ca.

Please note that a variety of factors outside of our control may affect your Internet traffic, including your antivirus or firewall software, your home Wi-Fi connectivity, technical issues with the website you are trying to reach, or the network blocking practices of another Internet service provider (ISP) in the communication path between you and the website, service or other destination you are trying to access.

To help us investigate your complaint, please provide the exact date and time of the issue, together with a brief description of what you experienced, including an exact description of what you believe was blocked in error and why you believe our cybersecurity blocking may have caused the issue.

We will review the reported issue and take corrective action if required. We may provide a response to your complaint as needed. Complaints will be resolved within five business days.
